新疆车尔臣河流域综合管理存在问题及对策探析

Analysis on the Problems and Countermeasures of Integrated Management in the Oasis Zone of the Che'erchen River Basin of Xinjiang

强化流域综合管理是推动新阶段水利高质量发展的重要保障。本文通过分析新疆车尔臣河新阶段流域综合管理工作的现状,剖析了其中存在的问题。从健全流域管理体制与机制、强化流域统一管理、构建水安全保障体系等多个方面就如何强化流域综合管理,有针对性地提出对策和建议,为流域综合管理提出借鉴。

Strengthening comprehensive watershed management is an important guarantee for promoting high-quality development of water conservancy in the new stage.This article analyzed the current situation and problem of comprehensive management work in the new stage of the Che'erchen River basin in Xinjiang.From multiple aspects such as improving the basin management system and mechanism,strengthening unified river basin management,and constructing a water safety guarantee system,targeted countermeasures and suggestions are proposed on how to strengthen basin comprehensive management,providing reference for comprehensive basin management.
