Understanding Citizens'Voluntary Compliance in Public Governance:An Interactive and Integrative Behavioral Model

公众对政府治理措施的自愿遵从程度显著影响公共治理效果。以往研究对于公共治理中公众自愿遵从行为的关注相对有限,且对影响公众自愿遵从行为因素的考察往往注重单一要素而缺乏统合视角。针对这些问题,本文提出一个整体性交互式行为模型,以期理解公共治理中公众自愿遵从行为的发生机制。模型聚焦公众与政府和情境之间的交互关系,强调公众情感和认知两个心理成分对于其行为的先行作用,提出公众对政府和情境的情感认同和认知判断同时影响其对政府措施的自愿遵从。通过一项调查和五项实验,以危机情境为例,证实了该行为模型的有效性,揭示了公众的自愿遵从行为受到对政府和情境的情感和认知判断的交互作用的影响。

Citizens'voluntary compliance with governments'measures significantly affects governance effectiveness.However,limited attention has been paid to citizens'voluntary compliance in governance research.Factors that affect citizens'voluntary compliance have been studied separately yet an integrative perspective is still missing.This article proposed an integrative and interactive behavioral model that focuses on the interaction between citizens,governments,and contexts,and emphasizes the roles of two psychological components,namely,affect and cognition,in preceding behavior.It posits that citizens'affective and cognitive judgments of both governments and contexts affect their voluntary compliance with governments'measures.Based on one survey and five survey experiments with a major public emergency served as the context,we validated this model,showing that citizens'voluntary compliance with governments'emergencies measures is affected by the interaction between their affective and cognitive judgments of governments and emergencies.
