新发展阶段的历史方位应当首先从马克思主义社会主义阶段理论的一般性规律出发,在普遍性与特殊性、螺旋性和上升性、必然性与可能性的辩证关系中加以把握。新发展阶段是社会主义初级阶段的特定历史阶段,也是实现社会主义现代化强国的关键历史阶段和实现中华民族伟大复兴的具体历史阶段。同时要深化对新发展阶段的认识,必须着力在“立足中国”和“借鉴国外”“两个大局”的交互叠加和社会主义初级阶段的“变”与“不变”等几个方面来加以展开。
