京郊农民参与乡村建设意愿的影响因素分析——以平谷区为例

Analysis on the Factors Influencing on Willingness of the Farmers in Suburbs of Beijing to Participate in Rural Construction—A Case Study of Pinggu District

乡村建设是实现共同富裕的必经之路,对实现乡村振兴、建设社会主义现代化国家尤为重要。党中央和北京市出台的一系列政策强调发挥农民的主体作用,扎实推进乡村建设。各地积极采取举措引导农民参与乡村建设,取得了一定成效,但是农民的主体参与程度却远远不够。调动农民的积极性、唤醒农民的主体意识,进而有效提高其参与乡村建设的意愿是一项重大而艰巨的任务。在广泛收集和查阅文献的基础上,选择北京市平谷区为研究对象,结合问卷调查和实地访谈的方法,了解到农民普遍支持乡村建设,但参与意愿不强。研究发现,农民个体的年龄、文化程度、认知水平,村镇组织的宣传引导与沟通以及政府的政策引导与扶持,是影响农民参与乡村建设意愿的关键因素。基于此,从加强宣传引导、提供教育培训、加强沟通交流、加大政策扶持等方面提出了相应的对策建议。

Rural construction is the only way to achieve common prosperity,and it is particularly important to realize rural revitalization and build a modern socialist country.A series of policies issued by the Party Central Committee and Beijing emphasize giving play to the main role of farmers and steadily promoting rural construction.Various localities have taken active measures to guide farmers to participate in rural construction,and achieved certain results,but the main participation of farmers is far from enough.It is an important and arduous task to arouse the initiative of farmers,awaken their subject consciousness,and improve their willingness to participate in rural construction effectively.Based on extensive literature collection and reference,selecting Pinggu district of Beijing as a case study,and combining the methods of questionnaire survey and field interview,it was learned that farmers generally support rural construction,but have little willingness to participate in.It was found that the key factors affecting the willingness of farmers to participate in rural construction are the age,educational level and cognitive level of individual farmers,the propaganda guidance and communication of village organizations,and the policy guidance and support of the government.Based on this,countermeasures and suggestions were put forward from the aspects of strengthening publicity and guidance,providing education and training,strengthening communication and exchange,and increasing policy support.
