全面推进乡村振兴视域下的革命老区高质量发展路径研究——以五大革命老区为例

A Study on the High Quality Development Path of Revolutionary Old Areas from the Perspective of Comprehensively Promoting Rural Revitalization:Take the Five Revolutionary Old Areas as an Example

川陕、陕甘宁、左右江、大别山、赣闽粤五个跨省革命老区是我国革命老区振兴体系的重点发展区域。党的十八大以来,五大重点革命区发展呈现以下特点:脱贫攻坚战取得全面胜利、发展后劲有待加强、社会事业稳步发展、生态建设成效显著。文章从脱贫绩效、经济绩效、社会绩效、生态绩效这几个角度比较了五大革命老区振兴绩效,指出五大革命老区振兴的发展的困境:资金障碍、人才障碍、内生动力障碍、特色资源不能开发、老区区位优势变劣势、老区区域内发展不均衡。最后,文章提出五大革命老区高质量发展的对策建议:1.抓好特色优势产业;2.抓好人力人才培育;3.抓好区域省际合作;4.创新对口帮扶机制;5.开发红色文旅新业态。

The five cross-provincial old revolutionary areas of Sichuan-Shaanxi,Shaanxi-Gansu-Ningxia,Left and Right River,Dabie Mountain,Gansu,Fujian and Guangdong are the key development areas of China's revitalization system of old revolutionary areas.Since the 18th National Congress of the Communist Party of China,the development of the five key revolutionary areas has shown the following characteristics:the battle against poverty has achieved a comprehensive victory,the development stamina needs to be strengthened,the social undertakings have developed steadily,and the ecological construction has achieved remarkable results.This paper compares the revitalization performance of the five major revolutionary old areas from the perspectives of poverty alleviation performance,economic performance,social performance and ecological performance,and points out the dilemma of the development of the revitalization of the five major revolutionary old areas:financial obstacles,talent obstacles,endogenous power obstacles,inability to develop characteristic resources,disadvantages of the location advantages of the old areas,and uneven development in the old areas.Finally,the paper puts forward countermeasures and suggestions for the highquality development of five major revolutionary old areas:1.grasp the characteristic advantageous industries;2.do a good job in cultivating human talents;3.grasp the regional inter-provincial cooperation;4.innovate the counterpart support mechanism;5.develop new forms of red cultural tourism.
