媒介化治理:理论逻辑、过程性建构与问题治理取向

Media Governance:Theoretical Logic,Process Construction and Problem Orientation of Governance

中国高风险社会的传播生态与发展逻辑给国家治理能力现代化提出了新的挑战。一方面,高度媒介化的社会不仅凸显了媒介逻辑,更结构性地增加了社会治理的系统维度;另一方面,媒介化治理也是对国家治理现代化内核的一种有益补充。媒介化治理的前提需要承认治理“问题”是一种动态性过程。而媒介化治理对过程性的强调,既体现在其深入事件内部的整个历时性过程,还体现在其注重事件与事件之间的关联,抽取出其中系统的情绪传播、风险传播主线,更凸显以情景和场景的视角对事件中问题进行治理。这恰是媒介化治理以问题为主线、以问题治理为目标指引的建构。

The communication ecology and development logic of China’s high-risk society pose new challenges to the modernization of national governance capabilities.A highly media-oriented society not only emphasizes media logic,but also structurally expands the dimensions of the social system.On the other hand,it is also a useful complement and addition to the core of the modernization of national governance.The premise of media governance is to recognize that the“event”as a“problem”is a dynamic process.The emphasis on process in media governance involves the entire diachronic process that goes deep into the event,it also pays attention to the correlation between events and extract the main lines of emotional and risk transmission in the system,more prominent governance of issues in events from the perspective of scenarios and scenarios.This is precisely the construction of media governance centered on issues and guided by the goal of problem governance.
