长三角城市群绿色创新效率测度及动态演变分析

Measurement and dynamic evolution analysis of green innovation efficiency in the Yangtze River Delta urban agglomeration

摘要 在低碳经济背景下,绿色创新对于经济长远发展尤为重要,利用长三角城市群2015—2021年面板数据构建绿色创新指标体系,基于考虑非期望产出的超效率SBM模型计算长三角城市群绿色创新效率,同时利用GML指数分析长三角城市群绿色创新效率的动态变化趋势。结果表明,长三角城市群绿色创新效率具有波动上升的趋势,动态绿色创新效率平均增幅为16.89%,技术进步在绿色创新提高上发挥重要作用,城市群内各省份间差异较大,浙江省、江苏省城市绿色创新效率明显高于安徽省城市创新效率。同时,各省份内部城市间差距较大。因此,绿色创新高效率地区应起到示范带动作用,促进地区间协调同进,部分地区应根据当地特点进行产业转型,实现绿色创新发展。 In the context of low-carbon economy,green innovation is particularly important for long-term economic development.Using the panel data of the Yangtze River Delta from 2015 to 2021,we build a green innovation indicator system,and calculate the green innovation efficiency of the Yangtze River Delta urban agglomeration based on the Super SBM model considering unexpected output.At the same time,the GML index is used to analyze the dynamic trend of the green innovation efficiency of the Yangtze River Delta urban agglomeration.The results show that the green innovation efficiency of the Yangtze River Delta urban agglomeration shows a fluctuating upward trend,with an average growth rate of 16.89%for dynamic green innovation efficiency,and technological progress plays an important role in improving green innovation.There are significant differences among provinces within urban agglomerations.The green innovation efficiency of cities in Zhejiang and Jiangsu provinces is significantly higher than that of cities in Anhui province.At the same time,there is a significant difference between cities within each province.Therefore,high efficiency areas with green innovation should play a demonstration role in promoting coordination and progress among regions.Some regions should undergo industrial transformation based on local characteristics to achieve green innovation development.
