链长制的衍化趋势与赋能路径——以绿色低碳农业产业链为例

Evolution and Empowerment of China’s Chain Chief System toward Green and Low-Carbon Agricultural Value Chains

链长制作为一项地方政府主导的产业制度创新,为农业产业链由“效率优先”向“效率、安全与绿色低碳并行”转型提供了有效保障。本文通过梳理链长制的肇始、扩散、发展和成熟的演化历程,明确链长制正不断向有为“链长”的方向演化和发展,进而分析总结绿色低碳农业产业链的由来、内涵与特征,揭示打造绿色低碳农业产业链的现实背景。在此基础上,结合绿色低碳农业产业链的“外部竞争有力、主体协同有序、韧性持续增强、生态循环增值”打造目标,深入分析其面临的竞争力较弱、协同度较低、韧性不足和生态增值乏力等现实困境。最终,从有为“链长”的功能视角出发,在创新链、资金链、标准链、信息链、供应链和价值链等方面提出链长制赋能绿色低碳农业产业链的具体路径。

The chain chief system,an innovation in industrial institutions led by local governments,is a cornerstone in the transition of agricultural value chains from“efficiency first”to“equal emphasis on efficiency,security,and green and low-carbon development”.In this paper,we review the origin of the chain chief system and its growing emphasis on the importance of capable chain chiefs.We identify the origin,implications and characteristics of green and low-carbon agricultural value chains and reveal the background of those chains.Green and low-carbon agricultural value chains should achieve“vigorous external competition,coordination between value chain stakeholders,increasing resilience,and value addition from an agribusiness ecosystem”.Based on this goal,we identify gaps in the competitiveness,coordination,resilience and value addition of green and low-carbon agricultural value chains.Focusing on the importance of capable chain chiefs,we suggest ways for the chain chief system to assist the innovation chain,the capital chain,the standardization chain,the information chain,and the value chain of green and low-carbon agriculture.
