中国式乡村治理现代化作为中国式现代化的重要内容,是中国式现代化在乡村治理领域的体现。中国式乡村治理现代化已经形成以“体系-能力-效能”为核心内容的理论框架,其中,以乡村治理体系现代化为基础、乡村治理能力现代化为核心、乡村治理效能现代化为导向。中国式乡村治理体系由高效的基层自治体系、完备的利益整合体系和科学的制度规范体系构成;中国式乡村治理能力由政党主导能力、政府治理能力和社会共治能力构成;中国式乡村治理效能由民本中心效能、远期振兴效能、系统发展效能构成。推动中国式乡村治理现代化要以乡村治理体系现代化、治理能力现代化和治理效能现代化三个维度为重点内容,促进中国式乡村治理现代化高质量发展。

As an important part of Chinese path to modernization,the modernization of Chinese rural governance is the embodiment of Chinese path to modernization in the field of rural governance.The modernization of Chinese style rural governance has formed a theoretical framework with"system capability efficiency"as the core content,with modernization of rural governance system as the foundation,modernization of rural governance capacity as the core,and modernization of rural governance efficiency as the guidance.The Chinese style rural governance system consists of an efficient grassroots autonomy system,a complete interest integration system,and a scientific institutional norms system;the Chinese style rural govermance capability consists of political party leadership capability,government governance capability,and social co governance capability;the effectiveness of Chinese style rural governance consists of people-centered efficiency,long-term revitalization efficiency,and system development efficiency.Promoting the modernization of Chinese style rural governance should focus on three dimensions:modernization of rural governance system,modernization of governance capacity,and modernization of governance efficiency,in order to promote the high-quality development of Chinese style rural governance modernization.
