城市基层党建是以街道党委和社区党支部为主体,由街道辖区内各单位党组织共同参与的区域性党建,城市基层党建引领社区治理不仅是理论课题也是实践课题。国家顶层设计的支撑驱动、基层党组织的自我革命需求、回应社区治理现实变化等共同构成基层党建引领社区治理的动力。政治引擎逻辑、价值引领逻辑、资源整合逻辑是城市基层党建引领社区治理的实践逻辑。城市基层党建引领社区治理的行动指向在于,要以满足居民对美好生活的向往为出发点,动员引领各治理主体、融合价值理性和工具理性,嵌入整合各种治理力量和治理资源,构建各主体间优化协作的治理新秩序。

The grassroots Party construction is a kind of regional Party construction,with Party committee in the street and Party branch in the community as main body,and involved by all the grassroots Party organizations in all the departments under street’s governance.How the Party construction at local level leads community governance is a both practical and theoretical issue.The community governance leaded by Party construction at local level is motivated by national top-level design,the local Party organizations’demand for self-improvement,and the need to respond variations in community governance.As for the logic in practical operation,the grassroots Party construction guides the community governance in terms of politics,values,and resources.The grassroots Party’s guidance on the community governance shall be oriented by people’s demand for a better life;the grassroots Party shall also mobilize and lead all the governance bodies,combined value rationality with instrument rationality,integrated various administrative forces and resources to frame a new system that enables a better coordination between the stakeholders.
