摘要 目的探究第三方平台互联网诊疗违规因素影响情况,为促进互联网诊疗高质量发展的政策制定提供参考。方法构建互联网诊疗服务供给方、第三方平台和政府的三方演化博弈及其复制动态方程,解出该模型的均衡点并运用Matlab软件对各方的行为策略选择进行仿真,探究其影响因素及机理。结果政府对互联网诊疗服务供给方和第三方平台的奖励或罚款、互联网诊疗服务供给方的违规收益和违规成本是影响医疗供给方违规的主要因素。结论政府提升对供给方和平台的奖励或者罚款可促使互联网诊疗服务供给方合规诊疗。建议建立有效的质量监控和评估体系;建立互联网诊疗协会加强监管;施行医与药“分家”管理和加强信息宣传与教育引导公众正确使用互联网诊疗服务,促进互联网诊疗行业的健康发展。 Objective To explore the influence of online diagnosis and treatment violation factors on third-party platforms,and to provide a reference for policy formulation to promote the high-quality development of online diagnosis and treatment.Methods A Tripartite Evolutionary Game and its replicated dynamic equations of the online diagnosis and treatment service providers,the third-party platforms and the government were constructed,the equilibrium point of the model was solved and the behavioral strategy choices of each party were simulated by using the Matlab software to explore the influencing factors and mechanisms.Results The government's rewards or fines for internet medical service providers and third-party platforms,as well as the illegal profits and costs of internet medical service providers,were the main factors affecting medical provider violations.Conclusion The government’s increase in rewards or fines for providers and platforms can promote compliant diagnosis and treatment of online diagnosis and treatment providers.It is suggested to establish an effective quality monitoring and evaluation system and implement dynamic policies,establish an online diagnosis and treatment association to strengthen supervision,implement the“separate”management of medical and pharmaceutical services,and strengthen information publicity and education to guide the public to correctly use online diagnosis and treatment services,so as to promote the healthy development of online diagnosis and treatment industry.
