摘要
航材保障效能评估是衡量部队航材保障能力建设的重要手段。针对航材保障中存在的一些薄弱环节,充分发挥评估的引导作用,分析影响航材保障效能的因素,确定两级评价指标,将云模型综合评价法应用到航材保障效能评估中,构建航材保障效能评估指标体系,运用层次分析法确定各指标权重,开展基于云模型的航材保障效能评估,建立各指标的云模型和云重心表示,结合案例进行应用计算,验证该方法的实用性和有效性,解决评估中模糊性与随机性并存的问题,通过效能评估旨在提高航材保障能力和军事经济效益,并为海军航材保障效能评估提供有力支撑。
The evaluation of the effectiveness of aviation material support is an important means to measure the construction of military aviation material support capabilities.In response to some weak links in aviation material support,fully utilize the guiding role of evaluation,analyze the factors that affect the effectiveness of aviation material support,determine two-level evaluation indicators,apply cloud model comprehensive evaluation method to aviation material support effectiveness evaluation,construct an aviation material support effectiveness evaluation index system,use Analytic Hierarchy Process to determine the weight of each indicator,and carry out aviation material support effectiveness evaluation based on cloud model,Establish cloud models and cloud center representations for each indicator,and use case studies to verify the practicality and effectiveness of this method.To solve the problem of ambiguity and randomness in evaluation,the effectiveness evaluation aims to improve the ability of aviation material support and military economic benefits,and provide strong support for the effectiveness evaluation of naval aviation material support.
