The Path of New Infrastructure Construction to Promote the High-Quality Development of Urban-Rural Integration

新型基础设施建设从理论上通过要素配置效应、结构优化效应和社会成本效应提升经济发展质量,有利于缩小城乡资源配置差距和平衡城乡基本公共服务水平,促进城乡融合高质量发展。但在实践中,可能存在城乡投资竞争、实际需求错配和公共服务供给不足等制约因素,阻碍新基建对城乡融合高质量发展的提升效果。应通过以下路径,强化新基建对城乡融合高质量发展的提升效果:一是科学谋划区域基础设施建设,坚持建立融合发展机制;二是完善过程监管制度,强化顶层设计防控风险;三是重视城乡居民现实需求,以新基建促进城乡融合高质量发展。

Theoretically,the new infrastructure construction program improves the quality of economic development through factor allocation,structural optimization,and social cost effects,which is conducive to optimizing the gap in resource allocation between urban and rural areas,balancing the level of basic public services between urban and rural areas,and promoting high-quality development of urban-rural integration.However,there may be constraints such as urban-rural investment competition and mismatch of actual demand and insufficient supply of public services,which decrease the improvement effect of new infrastructure on high-quality development of urban-rural integration in practice.This paper shows that the improvement effect of new infrastructure construction on the high-quality development of urban-rural integration could be strengthened through the following paths:Firstly,improve the mechanism of urban-rural integrated development;Secondly,improve the process supervision system to control risks;Thirdly,focus on the demand of urban and rural residents and promote high-quality development of urban-rural integration through new infrastructure construction.
