乡村振兴背景下农村“自立式”养老模式的完善探析——以浙江和四川部分农村地区为例

Analysis on the Perfection of Rural“Self-supporting”Pension Model under the Background of Rural Revitalization——A Case Study Some Rural Areas in Zhejiang and Sichuan Provinces

在乡村振兴进程中,农村养老问题被更多的人关注和重视。农村“自立式”养老是基于自助养老提出的一种新型概念,其不依赖深厚的社会关系,而是依靠土地、宅基地和劳动力来保障自身生活。通过对农村养老政策的分析及考察农村“自立式”养老面临的困境,提出相应的对策建议,即增加资金收入来源;建设农村养老组织,提高养老质量;加强家庭养老的功能,强调子女的赡养义务;建立养老需求评估系统,确保资源精准到位,以期能妥善解决目前“自立式”养老模式中出现的一些问题,同时为浙江省和四川省乃至全国其他地区解决农村“自立式”养老面临的问题提供新的思路和方案。

In the process of rural revitalization,the issue of rural old-age pension has been paid more attention and attention.Rural“selfsupporting”pension is a new concept proposed by our team based on self-help pension.It does not rely on deep social relations and relies on land,homestead and labor force to ensure its own life.Through the research on the rural pension policy and people’s thoughts on the current situation of rural pension,this paper puts forward countermeasures and suggestions,in order to properly solve some problems in the current“self-supporting”pension model,and provide new ideas and schemes for Zhejiang and Sichuan Provinces and other parts of the country to solve the problems of rural“self-supporting”pension.
