少子化背景下鼓励发展商业养老保险问题研究

随着我国少子老龄化危机逐年加剧,政府财政压力增大,社会保障制度的健康及可持续运行受到影响。日本作为亚洲乃至世界少子高龄化危机最严重的国家,其“三位一体”的人口变化与我国非常类似。日本针对少子化问题做出了全面系统的社会保障改革,稳定财源并适当加强个人负担以减轻政府压力,其提高居民社会保障水平的措施值得我国借鉴。在未来劳动力数量减少,现收现付制给付方式压力逐年增大的背景下,加快发展第三支柱商业养老保险是我国社会保障改革的应有之义。

as the aging crisis of young children in China intensifies year by year,the financial pressure of the government increases,and the health and sustainable operation of the social security system are affected.As the most serious country in Asia and even the world,Japan’s“Trinity”population change is very similar to that of China.Japan has made a comprehensive and systematic social security reform for the problem of fewer children.The measures of stabilizing financial resources and appropriately strengthening personal burden to reduce government pressure and improve residents’social security level are worthy of our reference.The third pillar of China’s social security reform is to speed up the development of the current payment system.Under the pressure of the current payment system,the number of labor force should be reduced year by year.
