“广西科改33条”i政策落地状况调查与对策

摘要 科技政策是推动科技创新发展的“指南针”,是提升国家和区域科技创新实力的重要支撑条件。中央经济工作会议将“科技政策要扎实落地”列入2022年重点部署的七大任务之一,凸显了科技政策落地的紧迫性和艰巨性。以“广西科改33条”政策落实为例,基于对列入落实“广西科改33条”“百千万”行动名单的100家高等院校和科研院所、1000家科技型企业和10000名科研人员的跟踪调查数据进行分析,研究提出“广西科改33条”政策落地现状、效果、问题,并提出推动“广西科改33条”政策扎实落地的对策措施,为政府部门推动科技政策扎实落地提供重要决策参考。 Science and technology policy is the“compass”to promote the development of science and technology innovation,and is an important supporting condition to enhance the strength of national and regional science and technology innovation.The Central Economic Work Conference listed“science and technology policy to be firmly implemented”as one of the seven tasks of key deployment in 2022,highlighting the urgency and arduousness of science and technology policy implementation.The study takes the implementation of“33 Policies of Science Reform in Guangxi”as an example.Based on the analysis of the tracking survey data of 100 universities and institutes,1000 science and technology enterprises and 10,000 scientific researchers included in the implementation of“33 Policies of Science Reform in Guangxi”and“tens of millions”action list,research and put forward the status quo,effects and problems of the implementation of the“33 Policies of Science Reform in Guangxi”,and put forward countermeasures to promote the solid implementation of the“33 Policies of Science Reform in Guangxi”,providing important decision-making references for government departments to promote the solid implementation of science and technology policies.
