在应急物资的供给中存在着一对矛盾体,即单凭政府供给难以满足紧急需求,而社会力量参与难以保证质量。对此,传播学中的“把关人”理论可以给我们提供一个解决思路。政府作为一名“把关人”,可以有利于应急资源的合理配置,也可以满足灾区的多样化需求,同时还能帮助解决社会参与应急物资供给时可能存在的质量问题。“把关人”强调关键节点的把关,因此,在实际的履行中要从源头上审核资质、在过程中透明选择、在追责时目标明确,才能做好一名“把关人”,从而确保流入灾区的物资质量,保证灾区人民的生命安全。

There is a contradiction in the supply of emergency materials,that is,it is difficult to meet the demand with the government supply alone,and it is difficult to ensure the quality of social force participation.The“gatekeeper”theory in communication science can provide us with a solution.As a“gatekeeper”,the government can be conducive to the rational allocation of emergency resources,meet the diverse needs of disaster areas,and help solve the possible quality problems when the society participates in the supply of emergency materials.“Gatekeeper”emphasizes the key node of the gatekeeper,therefore,in the actual performance of the source to audit the qualification,transparent selection in the process,accountability when the goal is clear,in order to be a good“gatekeeper”,so as to ensure the quality of materials flowing into the disaster area,to ensure the safety of the people in the disaster area.
