摘要
近年来,日本为发挥人才资源的重要作用及应对激烈的国际人才竞争,在教育、财政、资金、管理、待遇等方面推行一系列政策改革举措,强化自主培养高层次人才,并不断完善外国人才签证制度和服务,积极吸引外国高端人才,对我国高端人才培养与引进具有启示借鉴意义。
This paper examines how Japan to realize the vital role of human resources and cope with the fierce international competition for talents,implemented a series of policy reform initiatives in education,finance,management,and remuneration to strengthen the independent training of top talents,constantly improve the visa regulations and services for foreign top talents,actively recruit foreign talents,and then discusses what China can learn from Japan on educating and recruiting top talents.
