制度信任是影响基层公私合作关系的关键要素。研究以H街为个案,揭示了人际信任转化为制度信任的具体机制:对人的信任能够转化为对其所连接的制度体系的信任;人际互动的过程塑造制度信任的形成;人通过连续的经验实践对制度体系产生可持续的信任。在政治环境和人际信任的双重作用下,制度信任呈现特定性和脆弱性的特征。对于缺乏制度资源的基层治理而言,人际信任与制度信任的互构是一种理想的信任形态。

Institutional trust is a key element that affects primary-level public-private partnerships.The study,taking H Street as a case,reveals the specific mechanism by which interpersonal trust is transformed into institutional trust:trust in individuals can be transformed into trust in the institutional system they are connected to;interpersonal interaction shapes the formation of institutional trust;sustainable trust in the institutional system is established through continuous experience and practice.Under the dual effects of political environment and interpersonal trust,institutional trust features specificity and fragility.In terms of primary-level governance lacking institutional resources,the mutual construction of interpersonal trust and institutional trust is an ideal form.
