疾控中心体系文件与管理制度异同及协同提升管理水平的研究

目的落实质量体系文件和管理制度的要求,不断提升疾病预防控制中心自身管理能力。方法通过分析质量体系与管理制度两种文件的差异性和共通性,理顺两者关系,采取同步编修、同步受控、同步宣贯、同步检查等措施,做到一套人员负责两者的编制修订和文件受控管理,科室定期开展培训,单位层面组建考核班底、制定考核标准、增加检查频次,实行量化打分与奖惩挂钩,进而不断推进执行力度。结果职工规则意识不断增强,自我执行力不断增强,形成了依照管理文件处理事务的氛围。结论质量体系文件和管理制度两者互为依存、互为补益,应高度重视两者的双重构建,从而强力推进疾病预防控制中心管理水平提升。

Objective Implement the requirements of quality system documents and management system,and constantly improve selfmanagement ability of the center for disease control and prevention.Methods By analyzing the differences and commonalities of quality system and management system,straighten out the relationship between the two documents,adopt measures of synchronous compilation,synchronous control,synchronous publicity,and synchronous inspection,make a set of personnel responsible for the compilation,revision and document control management of the two kinds of documents.The department carries out training regularly.By setting up an assessment team,setting assessment standards,increasing the frequency of inspection,and linking quantitative scoring with rewards and punishments,the unit continuously promotes the executive force.Results The staff's awareness of rules and self implementation ability is constantly enhanced,and the unit has formed an atmosphere of handling affairs in accordance with management documents.Conclusion The two are interdependent and complementary to each other.We should put a high premium on the dual construction of quality system and management system,so as to strongly promote the improvement of the management level of center for disease control and prevention.
