随着社会的快速发展和全球范围内突发公共卫生事件的频发,综合医院作为人民健康的重要守护者,承担着应对重大突发公共卫生事件的重要责任。突发公共卫生事件具有突发性、广泛性和危害性的特点,给医院应急管理带来了严峻的挑战。在这样的背景下,了解综合医院突发公共卫生事件应急管理的现状,分析医院在应急管理过程中所面临的挑战和问题,以及对应急管理弹性能力概念及构成要素的详细阐述,构建了医院应急管理弹性能力建设的理论框架。同时,对医院应急管理弹性能力建设对策进行了分析,为提高医院在重大突发公共卫生事件中的能力和医疗救治水平提供了理论参考,这对于完善医院的应急管理体系、提高应急响应效能具有重要意义。

With the rapid development of society and the frequent occurrence of public health emergencies worldwide,comprehensive hospitals,as important guardians of people's health,bear the important responsibility of responding to major public health emergencies.Sudden public health emergencies have the characteristics of suddenness,universality,and harmfulness,which pose serious challenges to hospital emergency management.In this context,understanding the current situation of emergency management for public health emergencies in general hospitals,analyzing the challenges and problems faced by hospitals in the process of emergency management,and elaborating on the concept and constituent elements of emergency management resilience,a theoretical framework for building hospital emergency management resilience has been constructed.At the same time,an analysis was conducted on the strategies for building resilience in hospital emergency management,providing theoretical reference for improving the hospital's ability and medical treatment level in major public health emergencies.This is of great significance for improving the hospital's emergency management system and improving emergency response efficiency.
