Research on the problems faced by the development of new type R&D institutions and policy recommendations

新型研发机构是能够实现各类创新要素快速聚集,有效整合创新链、产业链、资本链的一种平台组织,对实现产学研协同创新、突破我国产业关键核心技术“卡脖子”问题具有重要意义。作为一种新的科技创新组织范式,新型研发机构在发展中取得了诸多成效,但也面临较多问题,文章针对相关问题提出了政策建议。

New type R&D institutions are platform organization that can quickly gather various innovative elements and eff ectively integrate the innovation chain,industry chain,and capital chain.They are of great significance for achieving collaborative innovation among industry,academia,and research,and for breaking through the bottleneck of core technology in China’s industries.As a new paradigm of scientific and technological innovation organization,the development of new type R&D institutions faces many problems.This article proposes policy recommendations for these related issues.
