摘要
为分析淮安市生态河湖存在的问题,依据《生态河湖状况评价规范》(GB 32/T 3674—2019),围绕水安全、水生物、水生境、水空间及公众满意度五大类十余项指标,2020—2022年对淮安市16条河道、9个湖泊(水库)开展生态河湖状况评价。结果表明:淮安市生态河湖状况总体较好,全市参与评价的25个河湖(库)中,古运河、盐河、草泽河、周桥灌区总干渠(含砚临河)、萧湖、大口子、化农水库7个水体评价等级为优,占总评价水体的28%;其余18个水体评价等级为良,占总评价水体的72%。提出加大河湖管理力度、强化生活污染源治理、注重农业面源整治、推进河湖及岸线整治等对策措施,为进一步完善河湖治理体系,推进幸福河湖建设,恢复湖泊生态系统结构和功能提供参考依据。
To analyze the issues concerning ecological rivers and lakes in Huai’an City,based on the Specification for Ecological River and Lake Status Assessment(GB 32/T 3674—2019),an assessment of the ecological conditions was conducted from 2020 to 2022 for 16 rivers and 9 lakes(reservoirs)in Huai’an City,using over ten indicators falling under five major categories,including water safety,aquatic life,aquatic habitat,water space,and public satisfaction.The results indicate that the overall ecological conditions of rivers and lakes in Huai’an City are relatively good.Out of the 25 water bodies assessed,7 water bodies,including Guyun Canal,Yanhe River,Caoze River,Zhouqiao Irrigation Area Main Canal(including Yanlin River),Xiaohu Lake,Dakouzi Lake,and Huanong Reservoir,were rated as excellent,accounting for 28% of the total assessed water bodies.The remaining 18 water bodies were rated as good,making up 72% of the assessed water bodies.The study proposes various measures and strategies to enhance river and lake management,strengthen control over domestic pollution sources,focus on agricultural non-point source pollution control,and promote the remediation of rivers,lakes,and shorelines.These measures serve as a reference for further improving the river and lake governance system,advancing the construction of a happy river and lake system,and restoring the ecological structure and function of the lake ecosystems.
