基于区块链和平衡计分卡的河长制绩效考核指标体系设计

摘要 区块链技术适应了管理精细化的要求,其管理平台可以实现全流程的多点控制,为区块链与绩效管理相结合,提供了技术基础。河长制绩效考核指标体系是完善河长制管理体制的重要组成部分,绩效考核模式基本成熟,为技术与管理集成创新提供了基础。本文运用业绩评价的平衡模式,以狭义区块链为技术平台,依据河长制现行各管理体制,对水生态管理的生态治理、水质管理、岸线管理三类指标,与生态管理的形成、管理和评价机制进行交叉设计,提出了三类指标的设计框架及运行模式。 Blockchain technology has adapted to the requirements of refined management,as its management platform enables multi-point control throughout the entire process.This provides a technological foundation for integrating blockchain with performance management.The performance evaluation index system for the river chief system is an essential component of improving the management system.The performance evaluation model is relatively mature,laying the foundation for the integration of technology and management innovation.This paper applies the balanced scorecard approach to performance evaluation,utilizing narrow blockchain as the technological platform.Based on the current management systems of river chiefs,it cross-designs three categories of indicators for ecological governance,water quality management,and shoreline management within the context of water ecosystem management,forming an integrated mechanism for management and evaluation.The paper proposes a design framework and operating model for these three categories of indicators.
