金融支持肉牛养殖减碳的国际经验借鉴

International Experience of Financial Support for Carbon Reduction in Beef Cattle Breeding

当前,全球气候变化日趋严重,减少温室气体排放已成为全球关注的焦点。肉牛养殖作为重要的畜牧业生产方式,其排放的温室气体占畜牧业总排放量比重达65%,已成为重要的环境问题。在我国,肉牛养殖业发展迅速,但其温室气体排放也逐年增加。为了应对全球气候变化,我国提出了“碳达峰、碳中和”目标,要求各行各业加强减排措施,肉牛养殖业也需要积极响应并采取措施减少温室气体排放。金融作为实体经济的血脉,是支持肉牛养殖减碳的重要手段,但我国在肉牛养殖减碳,特别是在金融支持方面尚处在萌芽和起步阶段。本文梳理总结了美国、欧洲、日本、巴西、新西兰等经济体在肉牛养殖减碳和金融支持方面的实践经验,为我国金融支持肉牛养殖减碳提供可复制、可推广的经验借鉴。

At present,global climate change is becoming more and more serious,reducing greenhouse gas emissions has become the focus of global attention.As an important animal husbandry production mode,beef cattle breeding has become an important environmental problem,as its greenhouse gas emissions account for 65%of the total animal husbandry emissions.In our country,beef breeding develops rapidly,but its greenhouse gas emission also increases year by year.In order to cope with global climate change,China has put forward the goal of"carbon peak,carbon neutrality",which requires all walks of life to strengthen emission reduction measures,and beef cattle breeding industry also needs to actively respond and take measures to reduce greenhouse gas emissions.Finance,as the blood of the real economy,is an important means to support carbon reduction in beef cattle breeding,but China's carbon reduction in beef cattle breeding,especially in the financial support is still in the embryonic and initial stage.This paper summarizes the practical experience of the United States,Europe,Japan,Brazil,New Zealand and other economies in the aspects of carbon reduction and financial support for beef cattle breeding,so as to provide replicable and extendable experience for China's financial support for carbon reduction in beef cattle breeding.
