理念性与生活性视角下城市社区的韧性能力建设

The Resilience Capacity Building of Urban Communities from the Perspective of Concept and Life

我国“十四五”规划中提出,要建设海绵城市、韧性城市。韧性治理成为治理领域的关键词,其目的是应对随时爆发的社会风险,城市社区韧性作为城市韧性建设的重要组成部分,能够起到稳定环境,提升城市可持续发展的重要作用。我国在应对各类突发公共事件时能够实现“双重社区”的交叠,展现“双重社区”交叠下的韧性,推动我国社区治理的发展。但当突发公共事件结束,社区内的各个主体逐渐回归正常生活秩序,“双重社区”再次面临分离,其交叠下产生的社区韧性有分解风险。在当下,通过党建引领、多元共治、居民参与和基础设施建设来构建城市社区的韧性,能够促使“双重社区”良好互动并逐步趋同,实现基层治理体系和治理能力现代化。

In China’s 14th Five-Year Plan,it is proposed to build sponge cities and resilient cities.Resilience governance has become a key word in the field of governance,and its purpose is to deal with the social risks that break out at any time.As an important part of urban resilience construction,urban community resilience can play an important role in stabilizing the environment and improving the sustainable urban development.In responding to various kinds of public emergencies,China can realize the overlap of“double communities”,show the resilience under the overlap of“double communities”,and promote the development of community governance.However,when the public emergency ends,all subjects in the community gradually return to the normal order of life,and the“dual community”faces separation again,and the community resilience generated by its overlap has the risk of decomposition.At present,the resilience of urban communities is built through the guidance of party building,pluralistic co-governance,resident participation and infrastructure construction,so as to promote good interaction and gradual convergence of“dual communities”and realize the modernization of grassroots governance system and governance capacity.
