中国政策执行研究新发展——一项多重视角的比较分析

Recent Research on Chinese Policy Implementation:A Comparative Analysis from Multiple Perspectives

不同理论视角的充分介入,是近年来中国政策执行研究的特征和亮点。然而,关于这一方面的研究工作仍存在缺失。论文对近年来组织经济学视角、政治分析视角和社会网络视角下中国政策执行研究的主要相关中文文献进行梳理与析评,关注其中重要的分析概念、模型与研究思路及其贡献和不足,并对这些研究进行整体比较。作为公共管理学的一个重要研究领域,中国政策执行研究还有进一步深化的空间。基于对已有相关研究的梳理与析评,论文尝试提出联结中国政策执行研究多重视角的着力点,具体可围绕两个方面展开:一是从各理论视角提供的分析概念、思路与方法等维度出发,更积极地探索彼此衔接与对话的可能;二是注重理论向实践的充分接入,以充分的理论供给支撑国家的治理供给。论文力图展现近年来中国政策执行研究的总体图景和相对重点的研究工作,以期为这一领域的研究提供可以进一步深化和争鸣的基础。

Although the proliferation of different theoretical perspectives has become a highlight of research on Chinese policy implementation in recent years,there has not been a critical review of this work.This paper examines the main literature on Chinese policy implementation in recent years from the perspective of organizational economics,political analysis,and social networks.It focuses on and compares the important analytical concepts,theoretical models,and research ideas,as well as their contributions and deficiencies.As an important research field in public administration,research on China's policy implementation still has room for further advancement.Based on this review,this paper suggests several avenues for future research.First,researchers can start with the analytical concepts,ideas,and methods provided by three theoretical perspectives,and more actively explore the possibility of connection and dialogue between these studies.Second,future research should focus on the full integration of theory into practice and support the country's governance supply with sufficient theoretical supply.This paper presents the key research work and overall picture in the field of Chinese policy implementation to provide a basis for the research in this field that can be promoted and debated.
