On the Cold War Mentality and China's Responsibility

冷战思维是冷战时期形成的观察国际事务、处理国家间关系的思维认知,具体表现为渲染意识形态对抗、挑动地缘政治博弈、人为分割世界市场、谋求军事优势与军事威慑、煽动文明歧视偏见等行为。当前,世界大变局加速演进,人类社会正在经历深刻变革,然而,冷战思维仍然存续作祟,其原因在于国际力量对比的深刻变化加剧美国的霸权焦虑、国际秩序转型推升国际意识形态纷争、新科技革命和产业变革改变大国竞争焦点、美国在民主乱象下意图向外转嫁国内矛盾以及历史习惯思维消解的滞后和惯性效应等。中国作为负责任大国,坚决反对重拾冷战思维,反对零和博弈和阵营对抗,倡导通过超越意识形态分歧、坚持走和平发展道路、重塑全球安全理念、践行真正的多边主义、促进国际关系民主化,推动构建人类命运共同体,以实际行动破除冷战思维,努力维护世界和平与稳定。

The Cold War mentality is a cognitive mindset formed during the Cold War to observe international affairs and deal with inter-state relations.It is manifested in behaviors such as exaggerating ideological confrontation,playing geopolitical games,artificially dividing the world market,seeking military advantages and deterrence,and inciting cultural discrimination and prejudice.At present,momentous changes unseen in a century are accelerating across the world,and human society is undergoing profound changes.However,the Cold War mentality still exists.The reason for this is that the profound changes in the international balance of power have intensified the hegemonic anxiety of the United States,the transformation of the international order has pushed up the international ideological disputes,the new scientific and technological revolution and industrial changes have changed the focus of competition among the big countries,and the United States intends to transfer the domestic contradictions outward under the chaos of the United States'democracy,as well as the lagging and inertial effect of the dissolution of the habitual thinking of the history.As a responsible major country,China stands firmly against rehash of the Cold War mentality,the zero-sum game and bloc confrontation.China advocates transcending ideological differences,adhering to the path of peaceful development,reshaping the concept of global security,practicing true multilateralism,promoting greater democracy in international relations,building a global community of shared future,breaking the Cold War mentality with practical actions,and striving to maintain world peace and stability.
