摘要
我国高校内部质量保障行为模式的发展可以分为三个阶段:第一,精英教育阶段的“无为而治”,教育质量保持既有水准,未被社会广泛关注;第二,大众化阶段的外部形塑。高等教育规模扩张导致社会问责,内部质量保障在外部政令推动下展开,具有明显的外部形塑特征。表现为:质量保障行为主体异化,质量保障行为指标量化,质量保障行为内容具有规训性,质量保障行为系统链条缺失。究其根源,主要是行政权力与学术权力、严格规则与模糊规则的博弈所致;第三,高等教育高质量发展阶段,构建植根于高校内部,以教师为主体上下联动的发展性模式:行政权力与学术权力相辅相成;形成完善的顶层设计和合理的质量文化;尊重学术逻辑,给予教师充分的活动空间。
The development of quality assurance behavior model in colleges and universities in China can be divided into three stages:first,the elite education stage of“governance by doing nothing”,the quality of education remains at an existing level and has not been widely concerned by society;Second,the popularization stage of external shaping.The expansion of higher education leads to social accountability,internal quality assurance is promoted by external decrees,and has obvious external shaping characteristics.It is manifested as:alienation of quality assurance behavior subject,quantification of quality assurance behavior index,discipline of quality assurance behavior content,lack of quality assurance behavior system chain.Thirdly,in the stage of high-quality development of higher education,we should construct a developmental model rooted in colleges and universities,with teachers as the main body and linkage between the upper and lower levels:administrative power and academic power complement each other;Forming a sound top-level design and a reasonable quality culture;Respect academic logic and provide sufficient activity space for teachers.
