关于输变电工程安健环费用模型设计理论及运用研究

摘要 为了加强输变电工程安健环设施投资管控,文章通过对输变电工程安健环设施相关行业标准和现行电力计价体系安健环费用计算标准进行系统性梳理,并结合样本工程安健环设施实例,研究建立输变电工程安健环设施费用模型。各电网公司可结合各自运维要求,依据本模型制定其安健环设施费用参考标准,为其后续输变电工程建设项目安健环投资控制和造价管理提供切实有效的参考依据。 In order to strengthen the investment control of safety,health and environmental protection facilities in power transmission and transformation projects,this article systematically sorts out the industry standards related to safety,health and environmental protection facilities in power transmission and transformation projects and the calculation standards for safety,health and environmental protection costs in the current electricity pricing system.Combined with the example of safety,health and environmental protection facilities in sample projects,a cost model for safety,health and environmental protection facilities in power transmission and transformation projects is studied and established.Each power grid company can develop their own reference standards for safety,health,and environmental protection facility costs based on this model,in combination with their own operation and maintenance requirements,to provide practical and effective reference basis for investment control and cost management of subsequent transmission and transformation engineering construction projects.
