农业数据资产的分类目录研究

Study on the Classification and Catalogue of Agricultural Data Assets

大数据等信息技术引发经济形态变化和数字经济发展,数据资产成为重要的生产要素。农业是国民经济的基础,构建农业数据资产分类目录有利于推进农业数据资产标准化建设,提高农业领域数据资产的交易价值,促进农业数据开放共享。本研究首先对农业数据资产及其作用进行分析,其次论述其分类的必要性,然后以国内外近千家提供农业数据资产的公司为样本,分析农业数据资产的形成路径,依据产业链将农业数据资产分为农业自然资源环境数据资产、农业生产数据资产、农业经营数据资产、农业管理数据资产、农业生活服务数据资产、农业科研数据资产,构建农业数据资产的分类目录。最后,分别在制度、标准、技术等方面提出对策建议,以做好农业数据资产分类目录的工作,促进农业数据资源的开放和共享,助力乡村全面振兴,支撑农业高质量发展。

With the change of economic form and the development of digital economy caused by big data and other information technologies,data assets have become an important factor of production.Agriculture is the foundation of national economy.The construction of agricultural data assets classification catalog is conducive to promoting the standardization construction of agricultural data assets,improving the transaction value of agricultural data assets,and promoting the open sharing of agricultural data.This paper first analyzed agricultural data assets and their functions,then discussed the necessity of their classification,and then took nearly a thousand domestic and foreign companies that provide agricultural data assets as samples to analyze the formation path of agricultural data assets.According to the industrial chain,agricultural data assets were divided into agricultural natural resources and environment data assets,agricultural production data assets,agricultural operation data assets,agricultural management data assets,agricultural life service data assets,and agricultural scientific research data assets,and the classification catalog of agricultural data assets is constructed.Finally,countermeasures and suggestions were put forward in the aspects of system,standard and technology to do a good job in the classification and catalog of agricultural data assets,promote the opening and sharing of agricultural data resources,help the overall revitalization of rural areas,and support the high-quality development of agriculture.
