干部教育培训教材的定义辨析——兼谈与课程、教科书之间的关系

Definition and Analysis of Cadre Education and Training Teaching Materials——On the Relationship Between Curriculum and Textbooks

干部教育培训是干部队伍建设的先导性、基础性、战略性工程,对推进国家治理体系和治理能力现代化具有重要意义。教材是教育内容的重要载体,是干部培训的基础条件。本研究借鉴教育学、课程论和教学论中的相关理论成果,从普通教材的定义辨析入手,结合成人教育、干部教育培训特点,提出了干部教育培训教材的定义,认为其在功能属性上要服务干部教育培训目标,既可用作教学过程中的教师之“教”和学员之“学”,也可单纯用于在职自学。在此基础上,进一步阐释了其与课程、教科书之间的关系,认为干部教育培训教材和课程之间存在相对独立性,课程建设核心在于师资建设,教材建设则要考虑其周期性长等问题。本研究旨在进一步提升干部教育培训工作的科学化水平,为理论研究工作者和相关从业人员提供学理借鉴。

Cadre education and training is a leading,basic and strategic project in the construction ofcadres,which is of great significance to promoting the modernization of national governance system andgovernance capacity.Teaching material is an important carrier of educational content and an importantcomponent of the teaching process.From the theory of the teaching theory,combining the characteristics ofadult education,the education lraining of the cadre,puts forward the definition of the cadre educationtraining materials,that the cadre education training objectives,used as teachers in the tcaching process ofsludents"teaching""and"learning",but also can be used for on-the-job self-study.On this basis,this paperfurther explains the relationship between it and curriculum and textbook,and believes that there is relativeindependence between cadre education and training materials and curriculum.The core of curriculumconstruction lies in the construction of teachers,and the construction of teaching materials should considerits long periodicity.This paper aims to further enhance the scientific level of cadre education and training,and provide theoretical reference for theoretical researchers and related practitioners.
