摘要
自20世纪90年代我国引入工程监理机制以来,全过程控制理论在工程监理工作中发挥了十分重要的作用,成为了最重要、最广泛应用且行之有效的监理理论和质量控制方法,但往往把事后控制只视为控制的结束。本文在对全过程控制理论进行概括论述的基础上,通过分析各阶段控制的内容、性质、作用以及各控制阶段之间的关联,总结了事后控制既是前一个全过程控制过程的终点,同时又是下一个全过程控制过程的起点,即具有闭环和开环的双重特性,这种双重特性在螺旋式提升质量控制水平具有重要意义,并就此提出事后控制的重点控制要素,通过强调和充分发挥事后控制的双重特性作用不断提高工程管理水平。
Since the introduction of engineering supervision mechanism in China in the 1990s,the whole-process control theory has played a very important role in engineering supervision work,becoming the most essential,widely used,effective supervision theory and quality control method.But often,post-control is only seen as the end of control.On the basis of summarizing the theory of whole-process control,this article summarizes that post-control is not only the end point of the previous whole-process control,but also the starting point of the next whole-process control,with both closed-loop and open-loop characteristics,which is of great significance for improving the quality control level in a spiral manner.In this regard,this article indicates key control elements for post-control,and hopes that by emphasizing and giving full play to the dual role of post-control to continuously improve the level of engineering management and services.
