“双碳”目标下新能源运营管理的挑战与路径选择

摘要 2022年,全国风电、光伏发电新增装机达到1.25亿kW,连续3年突破1亿kW,已成为我国电力新增装机的主体,风电、光伏年发电量首次突破1万亿kW·h,达到1.19万亿kW·h。由此带来产业规模在短期内迅速增长,从业人员数量和能力不能满足行业高质量发展的窘境,亟须通过重塑运营管理模式,达到减员增效的目的。通过深入分析目前新能源行业运营管理存在的问题和挑战,采用预设定参数和模糊寻优对新能源运营效率进行分析,给出了生产运营管理变革的必要性和路径选择。通过案例比较,分析了生产运营费用成本,得出的结论对新能源高质量发展和新型电力系统构建具有指导意义。 In 2022,the newly installed capacity of wind and PV power generation in China reached 125 GW,exceeding 100 GW for three consecutive years.It has become the main part of newly installed electricity capacity in China,and the annual wind and PV power generation has exceeded 1,000,000 GW·h for the first time,reaching 1,190,000 GW·h.As a result,amid the rapid growth of industrial scale in the short term,the number and ability of employees cannot meet the high-quality development in the industry.Thus,it is urgent to reshape the operation and management mode to downsize for efficiency.Through in-depth analysis of the current problems and challenges in the operation and management of the new energy industry,pre-set parameters and fuzzy optimization are used for analyzing the efficiency of new energy operation,to explain the necessity of and selected path to the transformation of production and operation management.The conclusion drawn from the comparative analysis of production and operation costs through case studies serve as a reference for the high-quality development of new energy and the building of novel power system.
