科技创新支撑黄河流域生态经济的机制及路径研究

Study on the Impact of Science and Technology Innovation in Supporting the Ecological Economy of the Yellow River Basin

摘要 科技创新对经济发展和生态保护具有一定的支撑能力,是实现黄河国家战略的重要抓手。基于黄河流域2010—2019年79个地级市的面板数据,首先构建了生态经济发展指数;然后主要通过动态面板模型,探究了科技创新对生态经济的影响作用及地区异质性;随后探讨了产业结构和绿色技术创新的中介作用以及环境规制的调节效应。研究结果表明:科技创新显著促进黄河流域生态经济的发展,且呈现出由下游地区、中游地区到上游地区逐级递减的态势,上游地区科技创新对于生态经济的正向影响并不显著。机制研究分析表明,科技创新能够通过产业结构升级以及绿色技术创新来间接推动黄河流域生态经济的发展。环境规制能够发挥一定的调节作用,其能够倒逼企业转型升级、降低污染,从而增强科技创新对黄河流域生态经济发展的促进作用。 Science and technology innovation can promote economic development and ecological protection and is also an important force for realizing the national strategy for the Yellow River basin.Based on the panel data of 79 prefecture-level cities along the Yellow River from 2010—2019,this paper constructs its ecological economic development index and dynamic panel model to explore the impact of science and technology innovation on ecological economy and the regional differences to further explore the intermediate role of industrial structure and green technology innovation as well as the effect of environmental regulations.The results show that science and technology innovation can significantly promote the development of the ecological economy in the Yellow River basin,and the effect shows a decreasing trend from downstream,midstream to upstream and the positive effect on the upstream region is not significant.The intermediate effect analysis reveals that science and technology innovation can indirectly facilitate the development of ecological economy in the Yellow River basin through industrial structure upgrading and green technology innovation.Environmental regulation can play a role,i.e.,environmental regulation can force enterprises to transform,upgrade and reduce pollution so that innovation can further promote the development of ecological economy in the Yellow River basin.Finally,based on the above findings,this paper proposes four policies and suggestions for ecological protection and high-quality development in the Yellow River basin.
