西部高校教师队伍的发展困境与应对策略

摘要 教师队伍是振兴西部高等教育的首要资源。对“十三五”时期末东西部高校教师队伍的发展现状进行了主要特征量化比较,发现西部教师队伍存在绝对和相对规模偏小、生师比偏高、职称和学历结构偏低、科类结构不均衡、高层次人才储备严重不足等明显短板。分析了西部高校教师队伍发展面临的内外困境和挑战。从优化高校布局、加强顶层设计、优化引人机制、改革治理机制、强化教师锻造培养、多措汇集资源等方面系统阐述了西部高校教师队伍建设的应对策略和实践途径。 Teaching staff are the primary resources for the revitalization of higher education in western China.A quantitative comparison of the main characteristics of the development of the university teaching staff in the east and the west was made at the end of the13th five-year plan period in this paper.There are some obvious shortcomings in the western region,such as the overall and relative scales of the teachers are small,the ratio of students and teachers is high,the structure of professional titles and academic qualifications is low,the structure of subjects is not balanced,the reserve of high-level talents is seriously insufficient,etc.It was analyzed that the external and internal predicaments and challenges faced by the development of the teaching staff in western colleges and universities.It was systematically expounded the countermeasures and practical approaches to solve the present predicament of the construction of the teaching staff in western colleges and universities:optimizing the layout of colleges and universities,strengthening the top-level design,optimizing the attraction mechanism,reforming the governance mechanism,strengthening the forging training,and pooling resources through various measures.
