地方科研院所重点实验室运行管理的探索

Exploration of Operation and Management of Key Laboratories in Local Research Institutes

重点实验室是科技创新体系的重要组成部分,省级重点实验室既要服务地方经济社会发展需求,又要瞄准学科发展前沿。云南省农业生物技术重点实验室在特色农业生物资源保护与利用,科技创新支撑云南高原特色现代农业发展方面取得了重要成效,但仍然存在较多短板和不足。文章结合实际情况分析了云南省农业生物技术重点实验室运行管理中存在的问题,如学科方向较为分散、人才队伍建设缓慢、运行管理经费不足、考核评价机制不完善等,从凝练学科方向、加大人才培养力度、健全经费筹集机制、加强制度建设等方面提出了加强实验室运行管理的对策建议,以期为省级重点实验室高质量发展提供有益参考。

Key laboratory is an important part of science and technology innovation system.Provincial key laboratory should not only serve the needs of local economic and social development,but also aim at the forefront of discipline development.The key laboratory of Agricultural Biotechnology in Yunnan Province has made great achievements in the protection and utilization of characteristic agricultural biological resources and scientific and technological innovation to support the development of characteristic modern agriculture in Yunnan Plateau,but there are still many shortcomings and deficiencies.The article analyzes the problems in the operation and management of Yunnan Provincial Key Laboratory of Agricultural Biotechnology combined with the actual situation,such as more scattered discipline direction,slow construction of talent team,insufficient funds for operation and management,imperfect assessment and evaluation mechanism,etc.,and puts forward countermeasures and suggestions to strengthen the operation and management of the laboratory in terms of condensing the direction of the discipline,increasing the efforts of talent cultivation,perfecting the fund raising mechanism,and strengthening the system construction,etc.,with a view to providing useful references for the high-quality development of the provincial key laboratories.
