为提升边疆在国家安全与发展战略下的地位和作用,实现边疆的安全稳定和繁荣发展。本文通过梳理边疆文化治理之理论、实践与功能定位,探讨了边疆文化治理与国家发展安全的关系,边疆的文化治理与国家的发展安全紧密相关,二者辨证统一于边疆的经济社会之中,边疆的文化治理体系和治理能力是国家治理体系和治理能力现代化的重要组成部分,在全面深化改革中,完善边疆的文化治理体系,提升边疆的文化治理能力,有效实现边疆的文化治理效能,从而实现边疆文化治理体系和治理能力的现代化。
In order to enhance the status and role of border area in the national security and development strategy,and realize the security,stability,prosperity and development of border area,this paper discusses the relationship between border cultural governance and national development and security by sorting out the theory,practice and functional orientation of border cultural governance.The border cultural governance is closely related to the development and security of the country,and the two are dialectically unified in the economic society of the border area.The border cultural governance system and governance capacity are important parts of the modernization of the national governance system and governance capacity.In the process of comprehensively deepening reform,the border cultural governance system should be improved,its governance capacity should be enhanced,and its efficiency should be effectively realized,so as to realize the modernization of the cultural governance system and governance capacity in the border area.
