从列宁《怎么办?》看如何平衡中央与地方的关系

Balance Between Central and Local Governments—Lessons from What is to Be Done

正确处理中央和地方之间的关系是完善国家治理体系、提升国家治理能力和治理水平、实现中国式现代化奋斗目标的政治基础。列宁的《怎么办?》一书从加强中央对地方的领导、科学划分央地权责、抓好地方干部建设、加强央地合作联系四个方面,为正确处理我国的央地关系提供了重要启示。当前,中央与地方间的关系是我国首要的政治关系,也是中国式现代化发展中的基础性制度安排。为了建构良好的中央和地方关系,应时刻注意维护党中央权威,坚持中央对地方的统率领导,形成中央和地方权力配置的动态平衡;同时,要抓好地方干部队伍建设,明确央地工作职责,强化央地交流联系。

Properly handling the relationship between the central and local governments is the political foundation for improving the national governance system,enhancing the national governance capacity,and realizing the goal of Chinese-style modernization.Lenin’s What is to Be Done provides important inspirations for the correct handling of China’s central-local relations from four aspects:strengthening the leadership of the central government to the local governments,scientifically dividing the power and responsibility of the central and local governments,strengthening the local cadre cultivation,and strengthening the cooperation between the central and local governments.At present,the relationship between the central and local governments is the primary political relationship in China,and also the basic institutional arrangement in the development of Chinese-style modernization.In order to build a good relationship between the central and local governments,we must strike a dynamic balance in central and local power allocation with efforts made in the above mentioned four aspects.
