乡镇国土空间规划编制思路和审批体系研究——基于《湖南省乡镇国土空间规划编制指南》修订的思考

Research on preparation ideas and approval system of township territorial space planning——Based on the revision of the Guidelines for the Compilation of Township Spatial Planning in Hunan

随着“三区三线”成果的正式启用,乡镇国土空间规划将成为未来一段时期内规划编制的重点工作。本文通过对比分析各省(直辖市)出台的乡镇国土空间规划编制指南(导则),总结乡镇国土空间规划的基本内容框架,以《湖南省乡镇国土空间规划编制指南》修订为契机,针对在前期实践过程中出现的各类问题,梳理下阶段乡镇国土空间规划的编制思路,并在行政管理层面探索总结出一套符合湖南实际的编制审批综合体系,为其他地区乡镇国土空间规划编制和审批、相应编制指南的制定和调整提供参考和借鉴。

With the official implementation of the"Three Zones and Three Lines"achievements,township territorial space planning will become the key work in the next stage.By comparing the guidelines for the compilation of township territorial space planning issued by different provinces and analyzing the basic content framework of township territorial space planning,this paper takes the revision of the"Guidelines for the Compilation of Township Territorial Space Planning in Hunan"as an opportunity to sort out the compilation ideas for the next stage of township territorial space planning in response to various problems that occurred in the early implementation process,and explores and summarizes a comprehensive system of preparation and approval that conforms to the reality of Hunan at the administrative level,with a view to providing reference for the preparation and approval or the formulation and adjustment of township territorial space planning in other regions.
