数字基础设施与国内市场一体化——对加快建设国内统一大市场的启示

Digital Infrastructure and Domestic Market Integration:The Revelation to Promote the Construction of A Unified Domestic Market

加快建设国内统一大市场对构建“双循环”新发展格局具有基础性的战略意义。文章从信息摩擦视角出发阐明数字基础设施对国内市场一体化的作用机理,并基于2008—2020年中国省级面板数据实证检验数字基础设施对国内市场一体化的影响和异质性冲击。研究发现,数字基础设施建设能有效推进国内市场一体化进程;数字基础设施对国内市场一体化的赋能效果在沿海地区更为凸显;数字基础设施对国内市场一体化的赋能效果存在阶段性差异。文章还通过建立调节效应模型、空间杜宾模型进一步探究了影响数字基础设施有效性发挥的相关因素。调节效应分析表明,基于数字基础设施的信息传播高度依赖于数字人才和数字产品的支撑,数字人才和数字产品是数字基础设施发挥作用的前提条件;空间溢出效应分析表明,数字基础设施对邻近地区的国内市场一体化水平存在正向影响。文章旨在为数字经济时代建设国内统一大市场提供政策参考依据。

Accelerating the construction of a unified domestic market is of fundamental strategic significance for building a new development pattern of"double circulation".From the perspective of information friction、this paper clarifies the mechanism of digital infrastructure for domestic market integration、and empirically tests the impact and heterogeneity impact of the new digital infrastructure on the domestic market integration based on the provincial panel data of China from 2008 to 2020.The research finds that the construction of digital infrastructure can effectively promote the process of domestic market integration;The enabling effect of new digital infrastructure on market integration is more prominent in coastal areas;The enabling effect of digital infrastructure on market integration is different in stages.This paper also further explores the relevant factors that affect the effectiveness of digital infrastructure by establishing the regulatory effect model and spatial Doberman model.The adjustment effect analysis shows that the information dissemination based on the digital infrastructure highly depends on the support of digital talents and digital products,which are the preconditions for the new digital infrastructure to play its role;The positive effect of digital infrastructure on market integration will become more obvious;The analysis of spatial spillover effect shows that the digital infrastructure has a positive impact on the market integration level of neighboring regions.This paper aims to provide policy reference for building a unified domestic market in the digital economy era.
