浙江省山区26县农民增收促共富的问题与对策建议

Problems and Countermeasures for Farmers’Income Increasing and Promoting Common Prosperity in 26 Mountainous Counties of Zhejiang Province

高质量发展建设共同富裕示范区是党中央赋予浙江省的光荣使命和重大政治任务,持续稳定较快增加山区26县农民收入是扎实推动浙江省共同富裕示范区建设的重点任务。文章对2013—2021年山区26县农民收入情况进行了调研和统计分析,结果显示:长期以来,山区26县农民绝对收入总体偏低,工资性收入不高,经营性收入增长缓慢,财产性收入与城镇居民的差距不断扩大,转移性收入依然不占优势,收入结构有待优化等。造成这一现状主要是因为山区26县农业生产效率低、经营效益不高,第二、三产业发展滞后,集体经济可持续发展能力弱,生态补偿机制不完善等。山区26县应通过不断提高劳动生产率和经营水平,构建山区高质量特色生态农业现代产业体系,全面推行强村公司发展壮大村级集体经济,完善生态补偿机制加大转移支付力度,升级帮扶模式加速生态产品价值实现等途径,助推山区26县农民实现持续稳定较快增收。

The construction of a demonstration zone for common prosperity with high-quality development is a glorious mission and major political task entrusted to Zhejiang Province by the Central Committee of the Communist Party of China.The sustainable,stable and rapid increase of farmers’income in 26 mountainous counties is the key task to steadily promote the construction of a demonstration zone for common prosperity in Zhejiang Province.This paper makes an investigation and a statistical analysis on farmers’income in 26 mountainous counties from 2013 to 2021.The results show that for a long time the absolute income of farmers in 26 mountainous counties is generally low,the wage income is not high,the growth of operational income is slow,the gap of property income with urban residents is constantly expanding,the transfer income is still not dominant,and the income structure needs to be optimized.The main reasons for this situation are low agricultural production efficiency,low operational efficiency,lagging development of the secondary and tertiary industries,weak sustainable development ability of collective economy,imperfect ecological compensation mechanism and so on.To promote the sustainable,stable and rapid increase of farmers’income in 26 mountainous counties,we should continuously improve labor productivity and operational level,build a modern industrial system of high-quality ecological agriculture with characteristics in mountainous areas,comprehensively implement strong village companies to develop and strengthen village-level collective economy,improve the ecological compensation mechanism to increase transfer payments,and upgrade the assistance model to accelerate the realization of the value of ecological products.
