体育支教志愿服务的驱动因素、行动过程与内在机制——以“体教融合走基层”为例

Driving Factors,Action Processes,and Internal Mechanisms of Volunteer Service in Sports Support Education:Taking Integration of Sports and Education at Grassroots Level as an Example

体育志愿服务是建设体育强国的工程之一,也是中国特色志愿服务的分支内容。以“体教融合走基层”体育支教志愿服务行动为案例,研究发现:第一,党和国家实施乡村振兴、教育强国、健康中国和体育强国等战略,成为开展体育支教志愿服务行动的驱动因素。第二,“体教融合走基层”体育支教志愿服务行动形成了以行动项目为驱动、行动组织为主体、行动内容为内核的实践逻辑,在诸多方面取得了较好的行动效果,表达了国家促进乡村青少年健康成长的善良意愿,既彰显了国家补齐乡村体育资源短板的善治能力,也实现了国家善治的目标。“体教融合走基层”体育支教志愿服务计划由行动项目、行动组织、行动内容、行动效果和行动结果而构成的基本逻辑,为国家及基层体育治理提供了基础性理论支持。第三,“体教融合走基层”体育支教志愿服务行动是通过建立国家动员机制、国家组织机制、国家改造机制及国家发展机制等,从而实现了更高的跨部门行政效率、更低的体育专业资源调配成本、更好的国家和地方多级互动服务,及更多组织机构管理者协同服务乡村青少年体育教育事业的目标,为探索中国特色体育志愿服务行动机制等理论提供参考。

Sports volunteer service is one of the projects to build China into a sporting nation,and also a part of the Chinese characteristic volunteer service.This study took the integration of sports and education at the grass-roots level volunteer service for sports support education as a case study.The study shows that the strategies of the rural revitalization,building China’s strength in education,building healthy China and building a sporting nation are the driving forces for the implementation of volunteer service for sports support education.Secondly,the integration of sports and education at the grassroots level sports volunteer service has formed a practical logic driven by projects,organizations as the main body and content as the core.It has achieved good results in many aspects,such as expressing the good will to promote the healthy growth of the young people,and demonstrating the national capacity to fill the gaps for lack of rural sports resources through good governance in order to achieve the goals of good governance of the country.The basic logic of the sports volunteer service plan consists of action items,action organizations,action content,action effects,and action results,providing fundamental theoretical support for the national and grassroots sports governance.Thirdly,the volunteer service aims to achieve the goals of higher cross departmental administrative efficiency,lower allocation costs of sports professional resources,better national and local multi-level interactive services,and more organizational managers to collaborate in serving the rural youth sports education through the establishment of the national mobilization mechanism,national organizational mechanism,national transformation mechanism,and national development mechanism so as to provide references for further theoretical studies.
