人口老龄化背景下互助式养老服务的体系构建

Construction of a Mutual Aid Elderly Care Service System under the Back-ground of Active Aging

随着人口老龄化趋势的不断加剧,我国传统的家庭养老和机构养老已不能满足城乡养老需求。现行的养老模式应该在发挥原有功能的基础上更加多元化,根据不同服务对象的需求加以区分,不断满足老年人全方位多层次的养老需求。互助式养老服务成为推动养老服务体系建设的重要方向。互助式养老作为一种新型的养老模式,迅速推广,但也存在着推进难度大、基层政府支持力度不够等问题。借鉴发达国家的成功经验,结合我国实际情况并从社会工作的角度探讨我国城乡社区如何通过互助式养老形式,整合社会资源、构建互助式养老服务的社会支持体系,从而破解当下我国社会面临的养老难题。

With speeding-up trend of population aging,traditional family and institutional care for the elderly in China can no longer meet the needs in urban and rural communities,resulting in various problems.The current elderly care model should be more diversified based on its original functions,differentiated according to the different needs,and con-tinuously meet the comprehensive and multi-level care needs of the elderly.Therefore,the mutual-assistance style of el-derly care services have become an important direction in promoting the development of the elderly care service system.However,mutual-assistance elderly care also faces problems such as difficulty in promotion and insufficient support from basic-level governments.In consideration of actual situations in China and from the perspective of social work,this paper aims to draw on the successful experiences of developed countries and explore the ways how urban and rural communities in China can integrate social resources and build a social support system for mutual-assistance elderly care services,in order to solve the current elderly care problems in Chinese society.
