安徽省绿色全要素生产率测度及提升路径研究

摘要 绿色全要素生产率(GTFP)涵盖绿色可持续发展理念,能够较为全面地反映地区经济发展的质量和效益。为有效观测安徽省经济高质量发展水平,本文以2006—2020年安徽省16个地级市面板数据为研究基础,构建超效率SBM模型,采用全局参比GML指数测算安徽16地市GTFP。研究发现:不考虑非期望产出会高估安徽省经济发展质量,而兼顾经济绩效与环境绩效的绿色全要素生产率更能真实观测安徽省高质量发展状况。安徽省16地市整体GTTP得到改善,其中GTFP主要依靠技术进步驱动,而技术效率贡献相对不足。皖中地区GTFP增速最快,皖北、皖南次之,主要得益于技术进步带来的增长红利,而皖北和皖南地区在未来发展中应注重提高技术成果转化效率,充分释放区域内高质量发展的内生性动力。 Green total factor productivity(GTFP)covers the concept of green sustainable development,which can more comprehensively reflect the quality and benefits of regional economic development.In order to effectively observe the high-quality economic development level of Anhui Province,this paper uses the panel data of 16 prefecture-level cities in Anhui Province from 2006 to 2020 as the research basis to construct a super-efficient SBM mo-del,and uses the global reference GML index to measure GTFP of 16 prefecture-level cities in Anhui Province.The research finds that the quality of Anhui′s economic development will be overestimated without considering undesired output,while the green total factor productivity that takes into account both economic performance and environmental performance can more truly observe the high-quality development of Anhui Province.The overall GTTP of 16 ci-ties in Anhui Province has been improved,among which GTFP is mainly driven by technological progress,while the contribution of technical efficiency is relatively insufficient.Central Anhui has the fastest growth rate of GTFP,followed by northern Anhui and southern Anhui,mainly due to the growth dividends brought about by technological progress.In the future development,northern Anhui and southern Anhui should focus on improving the transformation efficiency of technological achievements and fully release the endogenous driving force for high-quality development.
