乡村振兴视域下珠三角村级工业园改造提升的思考——以佛山顺德为例

摘要 村和乡镇是珠三角工业化发展的主体,村级工业园依靠自下而上的农村工业化不断成形与发展,为各集体经济带来飞跃式增长的同时,也对乡村发展产生了一定影响。当前,村级工业园改造为重塑乡村空间迎来了契机,如何引导改造更有利于乡村振兴战略的实施,成为改造后期必须面对的关键问题。基于对村级工业园形成与发展历史的充分认识,以佛山市顺德区为例,分析村级工业园改造的内涵、趋势与窘境,探究珠三角村改领先地区如何通过制度创新落实生态复垦复绿改造模式的实践,达到改善乡村人居环境与产业提质增效的双赢局面,并从乡村发展视角提出村级工业园改造提升的优化建议。 Villages and towns are the main bodies of industrialization development in the Pearl River Delta,and village level industrial parks rely on bottom-up rural industrialization to continuously form and develop,bringing leapfrog growth to various collective economies while also having a certain impact on rural development.At present,the transformation of village level industrial parks has ushered in an opportunity to reshape rural space.How to guide the transformation to be more conducive to the implementation of rural revitalization strategy has become a key issue that must be faced in the later stage of transformation.Based on a thorough understanding on the formation and development history of village level industrial parks,taking Shunde District in Foshan City as an example,this paper analyzes the connotation,trend,and dilemma of village level industrial park transformation,explores how the leading areas in the village transformation of the Pearl River Delta implement the ecological reclamation and greening transformation model through institutional innovation to achieve a win-win situation of both improving rural living environment and improving industrial quality and efficiency.The paper proposes optimization suggestions for the transformation and upgrading of village level industrial parks from the perspective of rural development.
