关于构建江苏省城市更新实施机制的思考——基于国内外城市的比较研究

Reflections on the Construction of an Implementation Mechanism for Urban Renewal in Jiangsu Province:Based on the Experience of Cities at Home and Abroad

当前,我国面临着严峻的“双循环”新发展格局,而实施城市更新行动上升为国家发展战略,成为促进内循环、拉动内需的重要途径。在国土空间规划体系的行业改革的背景下,江苏省当前的城市更新工作实施机制尚未构建,一系列城市更新制度政策亟待完善。对江苏省现有的城市更新工作的内容进行问题分析,对比日本、新加坡两个城市更新发展进程较快的国家,以及我国上海、深圳两个城市,最终从更新管理机构、政策制度、规划编制、公众参与四个方面,针对江苏省城市更新现状问题,提出构建江苏省城市更新实施机制的相关建议。

At present,China is facing a severe dual-cycle development pattern,and the implementation of urban renewal actions has risen to a national development strategy,which has become an important way to promote internal circulation and drive domestic needs.Under the background of the industry reform of the land spatial planning system,the current implementation mechanism of urban renewal work in Jiangsu Province has not yet been constructed,and a series of urban renewal system policies need to be improved urgently.The paper analyzes the problems in the current urban renewal work in Jiangsu Province,and compares the urban renewal develop process of Japan and Singapore,which develop relatively quickly in urban renewal,as well as Shanghai and Shenzhen in our country.Finally,it puts forward relevant suggestions for the construction of the urban renewal implementation mechanism of Jiangsu Province from the four aspects of renewal management agency,policy system,planning and preparation,and public participation according to the problems in the current urban renewal of Jiangsu Province.
