全过程人民民主作为中国特色社会主义民主的标识性概念,与政治社会的结构性变化关系紧密。全过程人民民主立足于中国历史实践,提供了一种完全不同于“自由主义民主”的历史逻辑,它内生于中国传统文化,紧扣中国共产党的本质属性,体现在对民主价值的追求过程中,是一种融合选举民主、协商民主和自治民主的民主形式。全过程人民民主立足于解决实践问题并在实践中不断完善,在学理上回应了民主与治理,中央与地方,政党、国家和社会间关系的问题。

As an important concept of socialist democracy with Chinese characteristics,whole-process people's democracy is closely related to the structural changes in political society.The whole-process people's democracy is based on China's historical practice and provides a historical logic that is completely different from"liberal democracy".It is endogenous to Chinese traditional culture and closely tied to the essential attributes of the Communist Party of China.Whole-process people's democracy is a form of democracy that combines electoral democracy,deliberative democ-racy and autonomous democracy.Whole-process people's democracy is committed to solving practi-cal problems in national governance and is continuously improved in practice.This article's discus-sion of the whole process of people's democracy responds to issues of the relationship between de-mocracy and governance,the central and local governments,political parties,the state and society from a theoretical perspective.
