民主跨越中国历史语境进行传播、移植与改造,主要采取“解构-转化”和“传承-创新”这两种路径实现其“再概念化”与“本土化”,最终促进了“全过程人民民主”新概念的建构。该概念在突出创新性与中国特色的同时,也能够兼顾原有概念固有的语境、适用对象及其本来意义,充分尊重了民主的本质内涵,同时也有利于促进中国特色学科体系、学术体系、话语体系的不断创新与发展。民主的“再概念化”与“本土化”必然是一个不断创新的过程,我们必须立足于全球化新时代,聚焦中国问题与中国实践,促进全过程人民民主概念始终保持弹性和张力,始终保持理论的科学性和包容性,进而以崭新的民主范式不断拓展全世界民主的发展前景。
