摘要 近年来,随着人工智能技术的迅速发展,其在决策、服务等领域的应用引发了广泛关注,同时也带来了一系列前所未有的安全挑战。本文介绍了人工智能技术的发展过程,集中讨论了系统、数据、模型和技术应用4个关键层面的安全风险,并针对各种风险总结了相应的安全治理策略,最后提出人工智能安全发展建议,旨在确保人工智能技术在迅速发展的同时,能够应对不断演变的安全威胁,保障社会安全。 In recent years,the rapid advancement of artificial intelligence technologies has garnered widespread attention due to their extensive applications in decision-making,services and other domains.However,this progress has also brought forth unprecedented security challenges.This paper provides an overview of the development of artificial intelligence technologies,focusing on security risks at four key levels:system,data,models and technical applications.Corresponding security governance strategies are discussed for each risk,culminating in recommendations for the secure development of artificial intelligence technology.The aim is to ensure that artificial intelligence technology can effectively address evolving security threats while safeguarding societal well-being.
